The property was in an excellent location. The hotel seemed tired, needs upgrading, carpet in the room, furniture is dated, some peeling paint.
Good breakfast, lots of variety.

Delta 3 or Delta 4. An overview

First of all, there are two Hotel Delta (even if Google Maps displays only one). Delta 3 and Delta 4. Where the number represents the national stars. Both share the dining room, as well as the bar and spa. This is not unimportant because I believe that many negative reviews refer to the Delta 3. We stayed in Delta 4, which looks quite new and modern. After the queck-in, we take two (as usual too few) lifts to the rooms spread over six floors. Some of them have balconies, but not many. To open it, the key card must be pressed with full area on the room number. Before we look at the room, though, just for dinner. This is served as a buffet. Nothing is labeled for now. Most of it is lukewarm, and the quality is not the yellow from the egg. If you can't buffet, you should serve menu. By the way, there are many restaurants on the waterfront where, I lean out of the windows, you certainly don't eat worse. The bar is in Delta 3, and quite good. Small special feature: Although mostly protected from the wind, smoking is allowed. Only the toilet is supposed to be a bit dirty. Okay, that was a Saturday, and all hell broke loose.
So now for the room at Delta 4. These are quite large, quite new, and modern. Lighting with LED. There are rooms with two single beds, or a double bed. The mattresses are very high and soft. The rooms are equipped with air conditioning, safe, minibar (filled) and kettle. The TV is neat, but has no German channels (would have surprised me too). The Wi-Fi signal is strong, but not exactly fast. It's enough for the simple stuff. The sound insulation to the outside is good, inside you can hear the flushing noises from above, but is otherwise not bad. Darkening is done with curtains. Some of them have a black foil on the inside, which drastically increases the effect. Socket sockets and lamps all work. The room is clean, the housekeeping also works.
We come to the bathroom, where unfortunately there is no dispenser for shampoo, only small vials. There is partial bathroom with shower (shower curtain) or cabin. The bar was rusty on my shower curtain. That's it now with criticism. The shower head is not or minimally calcified. It is dense, quickly warm and keeps the temperature. There's even a fume hood, even if it's not performing properly. Besonders perfide. There's a scale in the bathroom. Every day you can check how much you gain during your holiday.
The breakfast is mediocre. Again, nothing is labeled, and the quality is just fine. At least the scrambled eggs were good. And the choice of drinks. But the fact that an indefinable salad creation, which was available for dinner the day before, is offered for breakfast again, makes me slightly questionable. In addition, the staff seems cool and distant both at breakfast and dinner.
Finally, the biggest advantage of the hotel. The perfect location on the banks of the Danube, right on the busy promenade. A price can also be determined via various platforms (goods in a tour group). However, it was not clear whether this now affects Delta 3 or Delta 4.
Conclusion: Actually quite good, but dinner and breakfast went much better. Still enough for 4/5

Great place to stay and explore Tulcea. Nice boardwalk and close to most of the sights I want to see. Friendly staff.

Check in staff was welcoming. Room smelled of cigar smoke. Ealls are thin, listened to a couple fight until midnight in next room. No coffe cups in room. Outdated hotel and water stained walls.
Breakfast was 6/10, thete was no yogurt
