All the major regions of Paraguay are connected to each other by highways, most of which are one lane each way. Be prepared to encounter toll booths during your travel. Most of the town streets are cobblestones over dirt, though some roads in the large cities are paved and in good condition.
You should also be wary of road police, who may pull you over for any reason. Some road police expect bribes. Always have a valid license with you; any valid international driving license is acceptable, but it is also advisable to have an International Driving Permit with you. If you know you were at fault, pay the fine and ask for a receipt. Some tourists have reported experiencing difficulties when dealing with the police on country roads, although these incidents are significantly less, if at all, in the wealthier areas of the major cities.
